MINUTES of the Much Hadham Parish Council meeting held on Tuesday, *Cllr Mrs A M Aranha *Cllr Mrs J Fowler * denotes present. In attendance: 25 members of the public
None. DECLARATIONS OF INTEREST None. MINUTES OF THE LAST MEETING HELD ON 12 JANUARY 2010 RESOLVED that the Minutes of the last meeting held on 12 January 2010 be accepted as a correct record of the proceedings and be signed by the Chairman. MATTERS ARISING None. REVIEW OF THE EFFECTIVENESS OF INTERNAL AUDIT The Clerk referred to the requirements of the External Auditor for the Parish Council to review the effectiveness of the internal audit in order to comply with Regulation 6(3) of the Accounts and Audit Regulations 2006. The review should cover such topics as the competence, independence, relationship with the Clerk and audit reporting. The Clerk outlined the work of the Internal Auditor and he referred members to the very detailed reports issued on the final accounts. He stated that the auditor was professionally qualified and acted totally independently. Members confirmed that they were completely satisfied with the services rendered by the Internal Auditor and that the key risks of the Council were being addressed. BEST KEPT VILLAGE SIGN A request had been received from Woolmer Green Parish Council to borrow the top section of the Best Kept Village sign. Members were happy to accede to the request subject to the sign being insured whilst away from Much Hadham. A suggestion was made that Woolmer Green Parish Council might like to consider re-erecting the sign on its return. Currently the sign was lying at the base of the structure. PAYMENT OF ACCOUNTS AND CURRENT FINANCIAL STATEMENT 1. Payment of Accounts RESOLVED that the accounts as set out on the attached schedule be duly authorised for payment. (See Appendix A) 2. Financial Statement RESOLVED that the contents of the attached statement be received. (See ITEMS FOR FUTURE AGENDA None. ANY OTHER BUSINESS 1. Pathway from the Congregational Church to the Scout Hut A request was made for consideration to be given to resurfacing the path due to its uneven surface. A suggestion was put forward that an approach be made to Hertfordshire Highways to initiate remedial work. 2. Green Tye Village Green Concerns were expressed regarding the indiscriminate parking of vehicles on the Village Green. The Clerk was asked to forward a polite letter to residents fronting the Green drawing attention to the concerns of the Parish Council. Cllr Bird agreed to supply the Clerk with the names and addresses. 3. Parking of Vehicles Concerns were expressed regarding the parking of vehicles at the top of Church Lane in the vicinity of Westbury House and near the Old Post Office. It was agreed that a polite notice be placed in the Parish magazine referring to this matter. CONFIRMATION OF DATE OF NEXT MEETING It was confirmed that the next meeting would be held on Tuesday,
